I am clueless on this, but if you give power, or at least listen to the people you want to be feeling safe, they will probably feel safe.
But you definitely should not give power to anyone, that can
end badly.
So finding a balance between that is an exercise for the reader

Having a code of conduct (or rules) is useless when there is
nobody to enforce it.
You should consider having it, but you shouldn’t rely on it.
You should ask the people that know and have had experience with this sort of thing, so not me… wait why i am i writing this
